What is scrub ? easy, same game with a little difference.
Q1. What does it actually do?
A1. It finds out where in the disc image the data is and changes.
the rest of the data to 0xFFs.
Q2. And this does what?
A2. It allows compression programs to then compress the image. After you
run the software.
We just want you to spare some gigabytes of storage.

Scrubber method are not allow on some sites, so check rules

We know it's against scene rules to release scrubbed wii images.
This is why we're going to release them internal as long as the rules
stay the same.
We just want a lot of ppl to spare a 4.7gb download
