Per the dictionary for the word dual: "adjective: consisting of two parts, elements, or aspects."
So dual language means two languages.
6.8 is saying you cannot include a French dub, Portuguese dub, Spanish dub, whatever on an English spoken film.
The commentary isn't another language. Both the film and commentary are English.

16.1) INTERNALS must follow all rules stated in this document and are exempt
from CRF rules and certain conditions explicitly mentioned throughout
the rules.
Guess what, there's no exemption mentioned, plus we shouldn't have to internal over a small
commentary track. We don't need to internal anyway per it not being dual language.
God forbid we try to do quality releases...
