REPACK: used HLG remux value to ensure video is played back as HLG

We have done some review on the HLG nukes and come to 2 conclusions.

Both of the reasons provided in the nukes are not valid nukes under the WDX 2020 rules,

but not using the mkvmerge HLG matrix does affecting the playback. As we want to provide
the best quality we can, here are the repacks.

However the rules clearly state under section 18.2 that only the included tags can be used
and HLG isnt one of them. We would love to tag it HLG but someone will undoubtedly nuke us
for violation of 18.2, so we wont be tagging them as HLG until the rules say so.
