25% of 21 eps is 5,25, that leave 2,75 eps not complying with this draft-ruleset,
why ? yes, we could have encoded the whole set at 23

but in our opinion (ripper discretion), this set looks good and
similar in size/bitrate (no need to have episodes with same runtime
differing in size up to 400 mb), encoding

crf most of the time is an asset sometime it can become a liability and
we can't predict any possible scenario in a ruleset, that is why,
in borderline circumstances "ripper discretion" could and should be encouraged
since ruleset is not official yet, we took the liberty to choose a tiny
more liberal way to release this set, a codec can do only the tech part,
we have to do the thinking.
