Couple things to address here.
RE: The CRF. Yes this is a live event, but it's also a variety show
similar to Saturday Night Live. Both are LIVE and contain a variety
of different show components such as singing, dancing, speeches (monologues).
You could argue it either way. Neither of us are right or wrong.
RE: Propering with a different feed. Yes people have propered a NTSC feed
with PAL and vice versa before. However in terms of these events with
different commentary from different countries. There is just as much basis
for preing different countries feeds as seperate releases.
Let's look at London

We agree that there shouldn't be unlimited versions of single actual sports
matches but an Opening Ceremony is as much an event broadcast as it is a sport.
Simply put it would be neat to look back at any event in history and see how
different broadcasters handled it. Imagine being able to look back at the death
of Martin Luther King and see the difference between CBS and NBC. Since the Olympics
are such a cultural event and different countries will focus on different aspects of things.
British people might prefer the BBC feed while Canadians might prefer a focus on Canadian
athletes. Americans might prefer the NBC feed though given comments from past Olympics most
people prefer more complete event coverage then the NBC focused US athelete broadcasts.
Lastly, propering for a CRF value in general is pretty weak when the value used is better then
the value on the proper. The rules are written in a way where there's some leeway, so many broadcasts
could be both reality or competitive reality or a live event or a variety show. Nothings perfect. So
instead of getting in an argument over something this trivial why don't we all just sit back and get
as much content as possible out there to those who might not have acccess to it otherwise.
