,| Parliament was adjourned twice due to acrimonious
negotiations over demands from Sunni Arabs who
insist on political concessions to safeguard their

,, ` Nuri al-Maliki, the Iraqi prime minister, insists
that the agreement will be an important milestone
towards regaining Iraq's sovereignty in three
years.
Many observers, however, believe it may not lead
to the full withdrawal of US troops from Iraq.
\,,,,/ It now remains to be seen if the security
,, ` agreement will foster national reconciliation in
Iraq or further divide the country once US troops ,| \
| , start their withdrawal.
